Every option a Director can draft, tier by tier. Each game puts a random slice of these on the board, so no two drafts offer the same choices.
Tiers drawn from the library deal a different slice each draft. Fixed tiers never change. The order of the 16 is the same in every draft.
You select BUDGET, never an amount. The Financiers award one of the amounts still available, at random, and it is revealed at once.
